Any net power gain by each Neighbourhood becomes yet another asset bargaining chip to barter, trade etc for other needs within the Neighbourhood & wider Community. When Neighbourhoods pool their rates that traditionally went elsewhere, each Neighbourhood has enough cash deposit for an interest-free Community loan of up to 10x their deposit. This easily gives them enough buying power to install a substantial solar setup if this is what they choose. Another spin-off is when there's natural disaters, a decentralised energy network makes for a far more robust system.
